Federal News Network: The Department of Veterans Affairs has offered up a series of new collective bargaining proposals that may have significant implications for employee telework, leave and performance — as well as the department’s daily interactions with its union.
VA’s bargaining proposals, which total 331 pages, represent the first stages of likely long and contentious negotiations between the department and the American Federation of Government Employees, which represents more than 220,000 employees at the department.
