The Washington Post: Congress appeared on track Wednesday to pass a stopgap spending measure and avoid an Oct. 1 government shutdown after House Republicans allowed a vote on federal aid addressing the water crisis in Flint, Mich., removing a major obstacle in negotiations.
In the afternoon, senators voted 72-15 to pass the spending bill, which would give appropriators time to pass 2017 spending measures. The bill also provides $1.1 billion in funds to address the Zika virus and $500 million in emergency flood relief for Louisiana and other states.
