Highway Bill Debate Tests Paul Ryan's Promise for a More Open House

The New York Times: WASHINGTON — Representative Vicky Hartzler, Republican of Missouri, wanted an amendment that would prohibit the use of federal highway money for “landscaping and beautification.”

“We should spend our federal highway dollars to improve our roads and bridges, not plant flowers,” Ms. Hartzler declared. Noting that between 1992 and 2013 about $1.3 billion was spent on landscaping, while 61,000 bridges were classified as structurally deficient, she added, “This is outrageous.”
