The Wall Street Journal (online registration required): Federal regulators are proposing to close a loophole in wireless auctions that let partners of satellite-TV provider Dish Network Corp. claim $3.3 billion in discounts intended for small businesses.
The proposed changes follow outcry over the results of the last auction, which concluded in January, when two small companies backed by Dish placed $13.3 billion in winning bidssecond only to AT&T Inc. s $18.2 billion but claimed a 25% small-business discount.
