Federal Times: After three years on the job as director of the Interior Business Center (IBC), one of nine designated shared services providers in the federal government, Joseph Ward Jr. has already made his mark. He pared the center’s lines of business from eight to three to keep it focused on its core strengths: financial management, human resources management and acquisition services. He also established a philosophy called ACT, which stands for accurate, courteous and timely service.
