Defense News: The House on Tuesday lifted an overall spending cap to $1.3 trillion to allow its appropriators to craft 2020 spending bills.
The measure, which codified a $733 billion top-line for national defense in fiscal 2020, passed 219-201. Seven Democrats voted “no.”
