Scout: A central tenet of U.S. national strategy since the beginning of the Cold War has been the maintenance of technological military superiority over our adversaries. Indee`d, since our extensive use of precision strike capabilities, stealth aircraft and other innovations during Operation Desert Storm in 1991, there has been a broad consensus that the United States has an overwhelming dominance in conventional warfare, causing our adversaries to resort to asymmetric and irregular warfare.
