Do the States Really Need a Half-Trillion from Washington?

Governing: Citing “catastrophic damage to state economies” from the coronavirus pandemic, leaders of the National Governors Association (NGA) have called for $500 billion in federal assistance to the states. Is this a reasonable and measured request, or is it a case of chutzpah taken from the Donald Trump playbook, The Art of the Deal?

Nobody can argue that the states and their subdivisions are facing a fiscal double whammy. The COVID-19 pandemic response has forced vast numbers of Americans to stay home, stop working and stop spending. The almost instantaneous loss of income- and sales-tax revenues is truly unprecedented.
