Sometimes this means partnering with neighboring entities to share services. And while this option looks good on paper, often opinions remain divided and tempers flare in negotiations to combine infrastructure.
Earlier this year, three Minnesota counties reached an agreement to consolidate their public transit systems. The West Central Tribune reports that Central Community Transit, which already covered portions of Kandiyohi County, Renville County and Willmar, Minn., will add Meeker County and Litchfield, Minn. as partners.
