But what should have been a celebrated end to more than a year of debate and discussion instead drew ire and heated exchanges, in particular over one of the more contentious issues surrounding the national discussion on law enforcement accountability: whether officers should be allowed to view footage before filing reports on critical incidents such as shootings.
