Union Leader: CONCORD — Without fanfare, the governor and legislative leaders reached agreement on a compromise plan to end the stalemate over the state’s $11.35 billion, two-year budget that Republican legislators passed, but Democratic Gov. Maggie Hassan vetoed.
The major sticking point — business tax cuts — will go into effect under the compromise, but the potential revenue loss could halt the cuts’ second phase. The agreement also includes negotiated pay raises for state employees.
