Pittsburgh Post-Gazette: HARRISBURG — With no state budget in place months into Pennsylvania’s fiscal year, school districts and nonprofit organizations aren’t the only ones taking out loans. Much of the state General Assembly, too, has turned to the banks to make payroll.
The state Senate on Friday borrowed $9 million from PNC Bank so it could pay the salaries and benefits of both Republican and Democratic senators and staff, said Jennifer Kocher, spokeswoman for Senate Majority Leader Jake Corman, R-Centre. Months after the July 1 start of the state’s fiscal year, the Senate reserves have been depleted, Ms. Kocher said.
