Utility Dive: Connecticut's determination that Millstone is "an existing resource at risk of retirement" would mean the plant's bids into the state power auction could compete as new, carbon-free resources like wind and solar. That would credit the facility for its emissions-free attributes as well as the price of its energy, which company officials say is necessary in order to continue operating.
"We need something that sustains us above what the current wholesale [price] market is, and customers need something below the retail," Kevin Hennessy, Dominion's director of federal, state and local affairs in New England, told Utility Dive.
