The New York Times: A federal appeals court on Wednesday upheld California’s transportation fuel standards, which are designed to help reduce greenhouse gas emissions from fuel to 1990 levels by 2020. The district court in 2011 had ruled that the state’s low carbon fuel standards discriminated against fuels produced outside California, violating Congress’s power to regulate interstate trade.
