CNN: (Fortune) - The latest financial regulatory reform proposal leaves many chefs in the kitchen. But will anyone actually mind the stove?

Rules proposed Monday by Senate Banking Committee Chairman Chris Dodd, D-Conn., would trim the ranks of federal banking regulators and clarify the duties of remaining agencies.
